Modeling the figure
I used Daz 3D male figure for the basic pose and shape. I then exported it to an OBJ file and used Pixologic Sculptis to import and modify the face and body. I then used Inkscape and Gimp to make the Belt buckle and wings, also used Hexagon 3D to add the boots, wings, belt buckle and skirt. A lot of work into making this model it took me about 2 months of work on and off and its still a work in progress. I'm releasing it to all in the hopes that you will enjoy my work, and encourage you to finish it or start your own. Enjoy!,
There is still a standing base to made and a support to hold him up I'll leave that up to you to finish, look forward to seeing your work. I'm sure you can use Mesh-mixer and use select to separate out the parts.
