This is the Amulet of Talos. This amulet represents the god Talos, who is believed by many inhabitants of Skyrim to be the divine incarnation of Tiber Septim, a Dragonborn.
The enchantment on the amulet will reduce the time between shouts with 20%. The value is 20 golden Septims. The weight is 1 encumbrance.
When wearing one, stay away from Thalmor, you don't want those to attack you. Talos is a god! There are 9 divines!
I modeled this with reference pictures. It was easier than ripping it from the game files and editing it. Hope you guys enjoy it.
